New fines of up to LE 15,000 for road pollution and traffic violations

The Egyptian Cabinet has approved a draft law amending several provisions of the Traffic Law (No. 66 of 1973). The amendments aim to toughen penalties for specific traffic offenses to enhance public deterrence and reduce road accidents.

Under the amended Article 72 (bis 2), drivers face fines ranging from LE 5,000 to LE 15,000 for violations that threaten public safety or the environment. These include:

  • Road pollution: Littering or dumping construction waste on public roads.

  • Environmental violations: Operating vehicles that emit heavy smoke, foul odors, or exhaust that violates environmental standards.

  • Noise pollution: Driving vehicles that produce loud, disturbing noises.

  • Hazardous cargo: Transporting flammable or harmful materials that leak, spill, or fall from the vehicle due to improper securing or covering of the load.

  • Road damage: Carrying loads that damage the road surface or pose a danger to other commuters.

Repeat Offenders: The law introduces a strict “recidivism” clause. If a driver commits the same offense within six months of the first violation, the fine is doubled.
