NGOs set to receive poll monitoring permits

The High Elections Commission on Saturday began granting permit for civil society institutions seeking to monitor Egypt’s upcoming parliamentary poll, scheduled for 28 November.

The commission set 8 November as the application deadline. Documentation, the committee said, should be submitted either to the committee or the National Council for Human Rights (NCHR). In the event applications are sent to the NCHR, they will be relayed to the committee before 12 November.

Applicants are scheduled to receive their permits between 20 and 23 November.

The commission stipulated a monitor representing a given institution should be impartial–not affiliated to a political party or a candidate–and have a reputation for good conduct.

A monitor will not be allowed to interfere with, or question,  the work of commission members , nor take voters’ opinions at polling locations. The monitors will, however, be permitted to report violations supported with concrete evidence and information.
