Egypt’s parliament prepares bill regarding possession of dangerous dogs

After a dog attack led to the death of Moheb al-Mawy on Sunday, the House of Representatives has begun discussing a draft law regarding regulating the possession of dangerous animals, particularly dogs.

A fine of not less than LE10,000 and not more than LE500,000 shall be imposed on whoever incites their pet to jump over a passer-by, track passer-by down, or does not hold the dog back from them, even if no harm results from that.

The fine is multiplied depending on the number of dangerous animals or violations committed.

The law also punishes with imprisonment for a period of no less than three months and a fine of no less than LE30,000 and not more than one million pounds, or one of these two penalties, whoever violates the provisions of articles: 2, 3, 4, 5, 6, item 1, 9, 11, 12, and causes risk to citizens lives or property.

Also, the law punishes with imprisonment for a period of not less than six months and a fine of not less than LE50,000 and not more than one million pounds, or either of these two penalties, whoever threatens another citizen using a dangerous animal.

If this transgression is premeditated, the penalty shall be imprisonment for a period of not less than one year and a fine of not less than LE100,000 and not more than one million pounds, or one of these two penalties.

 

Penalties for Possession of Dangerous Animals

The penalty shall be imprisonment for a period of not less than nine months, and a fine of not less than LE75,000 and not more than one million pounds, or one of these two penalties, if the assault resulted in injury or inability to perform personal work for a period exceeding twenty days.

If the assault was premeditated, the penalty shall be imprisonment for a period of no less than one year, and a fine of no less than LE1,000 and no more than two million pounds, or one of these two penalties.

The penalty shall be imprisonment for a period of not less than three years and not more than seven years, and a fine of not less than LE200,000 and not more than three million pounds if the assault results in any permanent disability.

If the assault was premeditated, the penalty shall be imprisonment with hard labor for a period of no less than five years, and a fine of no less than LE500,000 and no more than four million pounds.

Imprisonment with hard labor for a period of no less than ten years shall be imposed on whoever assaults another by using a dangerous animal without intending to kill them, but the incident leads to the death of the attacked person.

If the assault was premeditated, the penalty shall be life imprisonment or imprisonment with hard labor for a period of no less than fifteen years and no more than twenty years.
