Human rights council suggests proportional list system for elections

The National Council for Human Rights (NCHR) on Thursday submitted a draft law to the Supreme Council of the Armed Forces and the cabinet, proposing a proportional list system for the next parliamentary elections, so as to give a chance for a wider representation of all political forces in parliament.

According to the proposal, political parties and independent candidates would not have to run in all constituencies, and could concentrate on certain constituencies where they feel they are stronger.

The draft law also defines an independent candidate as a person who is not a member of any political party, or who has cancelled such membership at least 30 days prior to the elections.

The proposal identifies the Court of Cassation as the body responsible for handling challenges to the results for individual parliamentary seats. Such challenges should be submitted to the court not later than 30 days after the election results are issued, with the court issuing its verdict 90 days from the date of submission.
