CAIRO, Jan 18 (MENA) — The National Committee for Gaza Management (NCAG), a transitional body established under UN Security Council Resolution 2803 and US President Donald Trump’s 20-point peace plan, has convened its opening session in Cairo on January 15, 2026.
The new technocratic administration signals a pivotal step towards achieving stability and rebuilding the Gaza Strip.
The meeting officially activated the committee’s mandate to oversee civil responsibilities and internal security within the strip, providing a framework for recovery and infrastructure development until the Palestinian Authority completes its designated reform program.
During the opening session, Head of the Palestinian National Committee for the Administration of Gaza Ali Shaath emphasized the significance of the moment, saying: “The establishment of the National Committee is as a turning point in the collective effort to move past a tragic era and begin a new chapter. He characterized the NCAG as a Palestinian body created by Palestinians for Palestinians, supported by the Palestine Liberation Organization (PLO), the Palestinian Authority, and various Palestinian factions.
“The reconstruction of Gaza extends beyond physical infrastructure to the rebuilding of a society committed to stability, dignity, and a just, lasting peace.”
The committee is comprised of a distinguished group of Palestinian professionals and experts appointed to lead the transitional administration.
The leadership includes Abdel Karim Ashour as Commissioner for Agriculture, Omar Shamali Commissioner for Telecommunications and Digital Services and Aed Abu Ramadan Commissioner for Economy, Industry, and Trade.
Jabr al Daour has been appointed Commissioner for Education, while Bashir al Rayyes takes charge of Finance and Aed Yaghi oversees Health.
Sami Nesman was announced the Commissioner for the Interior and Internal Security, while Adnan Abu Warda will be serving as Commissioner for Justice.
Osama al Saadawi was announced commissioner for Lands and Housing, Hana Tarazi for Social Security, and Ali Barhoum for Water, Utilities, and Local Authorities.
In his first official act, Shaath signed the NCAG mission statement, which declares the committee’s dedication to transforming Gaza’s transition into a pillar of lasting Palestinian prosperity.
Operating under the guidance of the “Board of Peace” chaired by president Trump and supported by the high representative for Gaza, the mission focuses on restoring essential services such as electricity, water, healthcare, and education while building a society founded on peace, democracy, and justice, mission statement read.
The NCAG has pledged to operate with the highest standards of integrity and transparency, aiming to build a productive economy that provides equal opportunities.
“We are building peace that paves the way for achieving Palestinian rights and the right to self-determination,” the statement stated.
The committee expressed its gratitude to president Trump for his decisive leadership and acknowledged the vital roles played by regional partners, including Egypt, Qatar, and Turkey, whose mediation and support were fundamental to stabilizing the situation.
Following their appointments, the commissioners immediately began planning the expansion of humanitarian aid and the restoration of public services. A key focus remains the restructuring of justice and security institutions under the principle of one authority, one law, and one weapon, setting the stage for long-term economic growth, sustainable governance, and self-determination across the Gaza Strip.
The committee concluded its first meeting by reaffirming its commitment to the people of Gaza and its determination to build institutions that offer all Palestinians dignity and hope. (MENA)
