Rationale of ruling banning the return of the Campus Guard

The Supreme Administrative Court banned the return of the campus guard, arguing that no law obliges the Interior Ministry to deploy guards in all universities.
 
The ruling, the court said, does not denigrate the role of the police, which in Article 3 of the Police Authority Act says the police are tasked with maintaining public order, security and morals, protect the lives and properties of citizens, and prevent crimes.
 
The court noted that the arrest power granted to the police is meant to protect society from lawlessness, and that the police are to carry out their normal functions without the request of any certain administration or body.
